A study of correction of national highway ITS decision algorithm for traffic flow with deteriorated weather considered

Abstract

Seoul Regional Construction & Management Administration(hereafter, SCMA)'s National Highway ITS decides traffic flow using speed data in sections; however, there are errors deciding that it is "jammed" by traffic flows going slowly for safety in spite of less traffic inflow when road conditions become worse due to deteriorated weather. This study confirmed that there exist traffic flows with properties different from those of usual traffic flows in deteriorated weather through an analysis of pattern changes among traffic factors, and by supplementing and utilizing VPLUSKO calculation logic of a computerized signal system based on occupancy and traffic volume, it obtained decision value of traffic flow with more discrimination in deteriorated weather. However, since only outline decision is possible due to the issue of reliability of image detector occupancy value, in the future, a study with easier application of jam reference value and higher reliability is necessary through studying pattern changes among more various traffic factors according to the kind and intensity of weather.
