Abstract
Chern-Simons theories on the noncommutative plane were investigated. The quantum mechanical consistency of the theory required quantization of Chern-Simons coefficient term. The quantization rule changed in the presence of uniform background charge density. Charged particles in the symmetric phase carried functional spin and vortices in the broken phase carried half integer in the U(1) theory.
