Abstract

The 3D geological information systems (GIS)-based evacuation system used in time-critical urban emergencies should fulfill several requirements. The data should represent the indoor and outdoor situation in 3D set-up, identifying safe routes and providing guidance for rescue units. It should also deal with possible changes, availability of exits, conduits and stairs, and characteristics of evacuees. Aside from the 3D data, the capability to carry out analysis in real time is also necessary. The 3D-GIS must also link indoor traffic systems with the ground transportation system using a multi-modal network dataset.
