Reference Model of Integrated Public Alert System in Korea

Abstract

In order to protect public lives and properties, various alert systems have been deployed throughout South Korea. However, the lack of interoperability among these systems causes many problems, mainly ineffective alerts and high operating costs. In order to solve these problems many countries developed integrated alert systems. It reduces the workload of the alter originators, increases the reliability of the alert delivery, and finally provides the public with reconfirmation channels of the alert. This paper designs a reference model for the integrated alert system in South Korea. This paper surveys the current alert systems deployed throughout South Korea for the integrated alert system. Based on this, a reference model for the integrated alert system was proposed. An integrated alert system includes most existing alert systems. Also, for integration, all interfaces are designed based on CAP.
