System Requirements for the Reference Model of Integrated Public Alert System in Korea

Abstract

In order to protect public lives and properties, various alert systems have been deployed throughout South Korea. However, the lack of interoperability among these systems causes many problems, mainly ineffective alerts and high operating costs. To solve this problem, an integrated alarm system has been proposed. In this paper, a reference model and system requirements for developing an integrated alarm system is introduced. An integrated alert system includes most existing alert systems. Also, for integration, all interfaces are designed based on Common Alerting Protocol (CAP). In addition, a requirements analysis was performed to derive the system functions and performance necessary to develop the system. Since the integrated alarm system includes the existing alert system, there is a requirement considering the characteristics of the existing alert system. In addition, there are requirements for effective alert service such as promptness, geo-targeting service, multi-language, and multimedia information. These requirements are summarized for reference model design.
