Travel demand analysis based on land use factors in Incheon

Urbanization has been rapidly progressed in Incheon over the last 30 years. In 2006, about 2.7million population is dwelled in Incheon. The population trend still show to be slightly increased. Not only this trend, but the rapid economic growth since the early 1970s also has resulted in large increases in the demand for the private car. However, the increase of road network is very limited due to the high road construction costs. Such unbalanced increase between car ownership and road extension substantially leads to severe traffic congestion. Consequently, there are urgent needs to introduce transport policies with a particular emphasis upon encouraging public transport uses and managing the demand for private transport modes. The objective of this study is, therefore, to analysis the travel patterns based on social changes between the years 2002 and 2006, and then to develop main improvements in transport policy in Incheon. In order to develop the main direction in transport policy, the changed trip generations, trip distributions, mode share rates and assigned traffic volumes between the years 2002 and 2006 have been analyzed in detail. The Unplanned Development Index (UDI) has been developed to see the degree of the unplanned areas on the trip generation. In the trip distribution, a Self-Sufficient Rate (SSR) and Dependent Index Rate (DIR) are calculated. It is found that the SSR has been increased slightly and DIR has been increased between 2002 and 2006. In the modal split analysis, the private car usage has been increased, but public transport modes have been decreased. Finally, in the traffic assignment analysis, the values of the Vehicle Kilometer Traveled (VKT) Index and the Vehicle Hour Traveled (VHT) Index have been increased 21.2% and 13.2% respectively since 2002. Through 4-step transport analysis with land use factors, we can suggest the main directions of the transport and land use policy.
